Associate Director, Market Access Fair Market Value Governance

Currently seeking an Associate Director, Market Access Fair Market Value Governance.  This role will be responsible for ensuring all payments made within market access to vendors, etc. are fair price.

YOU:

  • Prior pharma/biotech experience
  • Ideally experience in a pharma/biotech market access contract operations role
  • Experience in market access or compliance is a plus
  • Very detail-oriented and analytical
  • Very high ethics
  • Ability to push back when needed
  • A strong understanding of industry regulations and standards
  • Must be authorized to work in the US without sponsorship
  • Position to based out of Boston office (3 days/week in office, 2 days/week home) – will relo

RESPONSIBILITIES:

  • Lead the Advanced Customer Engagement Review Team (ACERT) governance process used to evaluate the appropriateness and determine the fair market value (FMV) of programs and engagements conducted with Healthcare Organizations (HCOs, i.e., service providers, GPOs, IDNs, retail and specialty pharmacies – subsidiaries/affiliates of these entities etc.)
  • Advise stakeholder(s) on business proposals and assists in
    • preparation of ACERT submission materials
    • facilitates review of ACERT submissions
    • maintain documentation repository
    • conducts stakeholder training
  • Advise on service business strategies and operational concerns or recommendations associated programs and engagements
  • Lead the FMV process for services/programs with Market Access customers, including collaborating with ACERT submitters to probe and understand the service/program being requested and the associated financial details, and reinforce timeliness, completeness and overall documentation
  • Work with FMV external vendor to establish FMV assessment tools
  • Work with FMV external vendor for evaluations that cannot be performed with the FMV tools
  • In partnership with IT, develop, implement, and manage automated submission, review, approval, and documentation platform
  • Lead the development and updating of Standard Operating Procedures (SOPs), work instructions, and trainings related to ACERT
  • Serve as resource for program/service agreement related issues/questions from internal and external stakeholders
  • Understand the company’s US SOP, understand risks to the business and be able to articulate to stakeholders
  • Work with FMV external vendor for evaluations that cannot be performed with the FMV tools and provide training to eligible FMV tools users
  • Advise on service business strategies and operational concerns or recommendations
  • Follow through on program requests through program close (i.e. process and project management oriented)
  • Collaborate with ACERT submitters to probe and understand cost details, and reinforce timeliness, completeness and overall documentation

REQUIREMENTS:

  • Bachelor’s Degree
  • Prior pharma or biotech experience
  • Demonstrated leadership and ability to facilitate and manage cross-functional governance teams with ability to gain consensus and act within a matrix team environment
  • Prior experience in a commercial function, including contract operations, contract strategy, or healthcare industry sales
  • Proven analytical, strategic, and relationship building skills
  • A strong understanding of industry regulations and standards
  • Demonstrated knowledge of compliance/legal/regulatory environment applicable to the pharma industry particularly Anti-Kickback Statute
  • Experience in Market Access Contracts, preferred
  • Demonstrated knowledge of FMV tools and 3rd party solution partners applicable to the pharma industry, preferred
